Should Collierville worry about Terrorism?

What is Terrorism? Terrorism is the unlawful use of force or violence against persons or property to intimidate or coerce a government or its citizens in furtherance of certain political or social objectives .The FBI divides terrorism into two categories: domestic and international. Domestic terrorism is based and executed in the United States by our own citizens without foreign direction. International terrorism, which is connected to foreign governments or groups, transcends our nation's boundaries. Terrorist acts against U.S. citizens can occur anywhere in the world.

Investigating Terrorism: The Collierville Police Department has recognized the best way to investigate terrorist threats and related information is to work in a partnership with other agencies. The FBl's Joint Terrorism Task Force (JTTF) composed of local, state and federal agencies, is working jointly with other non-member agencies to investigate terrorism matters throughout the Memphis area.

How can you help? The Collierville Police Department is seeking your assistance in preventing terrorist acts. Certain activities can indicate that terrorist planning is occurring, especially when these activities take place at or near key facilities such as government, military, utility, or other high profile sites or places where large numbers of people gather. Suspicious activity of interest may include:

1.  SURVEILLANCE: Are you aware of anyone recording or monitoring activities, taking notes, using cameras/maps/binoculars, etc., near key facilities?

2.  SUSPICIOUS QUESTIONING: Are you aware of anyone attempting to gain information in person, by phone, mail, e-mail, etc., regarding a key facility or its personnel?

3.  TESTS OF SECURITY: Are you aware of any attempts to penetrate or test physical security/procedures at a key facility?

4.  ACQUIRING SUPPLIES: Are you aware of anyone attempting to improperly acquire explosives, weapons, ammunition, dangerous chemicals, uniforms, badges, flight manuals, access cards or identification for key facilities or to legally obtain items under suspicious circumstances which could be used in a terrorist attack?

5.  SUSPICIOUS PERSONS: Are you aware of anyone who does not appear to belong in the workplace, neighborhood, or business establishment or near a key facility?

6.  DRY RUNS: Have you observed any behavior which appears to be practice for terrorist activity such as mapping out routes, playing out scenarios with other people, monitoring key facilities, timing traffic lights or traffic flow, or other suspicious activity?

7.  DEPLOY ING ASSETS: Have you observed any abandoned vehicles, stockpiling of suspicious materials, or persons deploying near a key facilities?

HATE CRIMES against an individual or group based on their religion, race or ethnicity may also rise to the level of a terrorist act and should immediately be reported.

Town of Collierville Outdoor Warning Sirens Operations Protocol
When the Warning Sirens Will Be Activated

Upon receiving notification from reliable sources that the National Weather Service has issued a tornado warning for Shelby County, TN, or that a tornado has been sighted in the Collierville area, the Collierville Police Dispatch center personnel will immediately activate the outdoor warning siren system.

The Outdoor Warning Siren System will be activated each time an additional tornado warning for Shelby County, TN is issued by the National Weather Service during a weather event.

How long do the warning sirens stay activated?
Once activated, the outdoor warning sirens will automatically cycle through a series of audio messages and siren tones for 15 minutes. Should the National Weather Service terminate the tornado warning for Shelby County, TN during the 15-minute alert cycle, police dispatch personnel will abort the warning sirens.

When are the warning sirens tested?
The Outdoor Warning Siren System will be tested every Saturday at noon. These tests will be an audible test of the entire siren system and will consist of a signal that is steady and continuous for 1 minute.

Note: At no time will the sirens be tested during inclement weather conditions, to include overcast skies.

At various times, officers answering calls of service and interactions with citizens merit recognition. Citizens that have been the recipient of good police service, may contact the agency by phone, email, verbal exchanges, or send commendation letters to members of the Department or the Department in general. 

By the nature of their tasks, police officers are often placed in situations which are likely to generate tension, excitement and emotion. In such situations, police officers must remain neutral and words, actions and events may result in misunderstanding and confusion. Whether complaints involve a simple misunderstanding, or allegations of serious misconduct, it is the intent of the Collierville Police Department to resolve each complaint. The information contained below is a overview of the process the police department follows when complaints are received against any of its employees.

It is the policy of the Collierville Police Department to record and investigate fully, each complaint or allegation of misconduct against members of the department. Complaints, regardless of the nature, can be received in person, by mail or by telephone at any time. A written record will be made of all complaints against the police department or its employees. As part of the follow-up investigation activity, person making complaints by phone or by mail will normally be interviewed and may be requested to give or prepare a written, signed statement. Refusal to give a written statement will have no bearing on the completion of the investigation, but may affect the department's ability to take appropriate corrective action. Anonymous complaints will, however, be accepted and investigated to the extent possible.

Any person who desires to make a commendation or complaint against the police department or any of its members should call 901-457-2500 or come to the police department, located at 156 N. Rowlett, Collierville TN. 38017, and ask to speak to a Watch Commander (Lieutenant). If the complaint is on a supervisor or of a sensitive nature, the complaining party may elect to contact the Office of the Chief of Police for appropriate referral. A written record is made of all complaints and forwarded to the Chief's Office. Each officer is notified as well.

All complaints are thoroughly investigated and the complaining party is notified of the findings. Allegations of serious misconduct may be referred to the department's Internal Affairs Unit and these investigations should normally be completed within 30 days.

The primary objectives of all such investigations are to determine whether an employee's conduct was lawful and proper; whether services provided by the department need to be improved or corrected; and to explain to citizens the rationale for certain action or inaction by officers when it is determined that they have acted within the scope of the law and have adhered to department policy.

The department or its members may take legal action against any person who intentionally makes false or malicious allegations, however no action would be sought against any person who has acted in good faith.

Persons under the age of 18 may make complaints, however, a parent or guardian must give their approval.

In certain cases, complaining parties may be asked to take a polygraph examination. If the disposition of the complaint substantiates improper conduct, appropriate action will be taken to prevent re-occurrences. IF the members actions are criminal, he/she will be dealt with like any other citizen.

We sincerely hope that complaining parties are satisfied with the results of the investigation. If, however, a party is not satisfied, they may contact the Town Administrator, or in some cases, the Attorney General's Office.
